摘要
本文应用“故障—风险—灾害”的统一评价学说,对90年代中国现代都市灾害问题进行了文献综述。作者不仅分析了城市“雷、水、风、火及新致灾源”五大灾害风险集合,还重点指出了现状城市灾害研究方法、减灾管理体制上的缺陷;并强调遵循以城市综合减灾为核心的“软与硬”相结合的规划、设计、决策框架,从而探索了系统的减灾模型论及管理哲学.
This paper,by using a vast amount of data or case,made an exposition on the severe condition city disasters we are facin howevere, in fact the level of disaster prevention of cities in china is very low. From the point of view of system science and integrated,proposed the tasks and content of the system engineering of urban disaster reduction.
