辽宁老工业基地经济结构与振兴策略分析

Analysis of Economic Pattern and Revitalization Strategy of the Old Liaoning Industry Base

分析了辽宁老工业基地产业结构、所有制、就业、技术创新能力的现状及其产生的原因,并在此基础上提出了通过采取相应政策措施,致力于消除国有经济布局调整中的主要制约因素,使国有企业尽快从非关键领域退出,集中精力发展具有战略地位的国有大中型支柱行业,同时扩大就业与再就业,健全和完善社会保障机制,提高技术创新能力来振兴老工业基地。

Based on analyzing the industrial mix, various ownership, employment condition and current situation of technological innovation in Liaoning, the old industrial base of China, especially the causes of them, some policies and measures to take are proposed. Mainly these proposals are making every effort to eliminate the major restrictive factors in the adjusting process of the economic pattern mainly composed of state-owned enterprises. Thus, the state-owned enterprises can withdraw from minor economic fields as fast as possible so as to focus strategically full power on developing the large/medium-scale key state-owned industries. Meanwhile, the expansion of employment/re-employment can come into being in combination with improved social security to enhance the capability of technological innovation for the purpose of revitalizing the old industrial base of China.
