行政督察专员制度是各抗日根据地民主政权普遍实行的督察、管理县级及其以下政权的层级政府制度,它直接援引国民党地方行政层级中的专员制度,间接起源于土地革命战争时期介于省、县苏维埃政权之间的特区苏维埃政府制度。专员制度随着抗日根据地的形成、发展和壮大而得到了推行。专员制度及其管理经验对新民主主义革命政权的建设和中华人民共和国的地方政府制度建设产生了重要而深远的影响。

In order to manage the affairs under the county level (including the county level), the system of administrative supervising commissioner was commonly adopted in every Anti - Japanese base area. This system invoked directly the same one of KMT, administrating the affairs at different local levels. With the forming, developing and extending of the Anti - Japanese base areas, this system got spreading. This system and its experiences had profound and lasting impacts on the constructions of the new republic revolutionary power and the local governments of the PRC.
