摘要
工程项目的建设包括决策、设计、招投标和施工四个阶段,其投资控制必须在此四个阶段的关键环节上采取有效措施,做到节约费用,保证资源合理利用,使投资控制形成统一、协调和有序的管理体系。
The construction of engineering project includes four key links of the policy-decision, the design, bid invitation and constructing of the project. The investing control should take effective measures in key steps, saving expenditure, the rational use of resources. The orderly management system should be formulated on the basis of unification and coordination of the investment control.
