党的十六大提出,本世纪头二十年,我们要集中力量,全面建设惠及十几亿人口的更高水平的小康社会.十六大报告所提出的全面小康的目标是四条,不仅要求国内生产总值翻两番,综合国力和国际竞争力明显增强,而且还有三条,即(1)在社会主义民主更加完善,社会主义法制更加完备,依法治国基本方略得到全面落实,人民的政治、经济和文化权益得到切实尊重和保障;(2)全民族的思想道德素质、科学文化素质和健康素质明显提高,促进人的全面发展;(3)可持续发展能力不断增强,整个社会走上生产发展、生活富裕、生态良好的文明发展道路.它们之间有着内在的必然联系,相辅相成、缺一不可.

The scientific development concept, which economy and society should be developing in a comprehensive, coordinated and sustainable way in accordance with human-oriented and overall consideration, is an important guarantee for the building of a well-off society in an all-round way. It is a fundamental guide for increasing the whole administration level of land and resources. All the officers at various level of land and resources sector should further shift the idea, quickly change the functions of land and resources administration, and feasiblely transform the working style.
