An Analysis of Barcelona Process

作为欧盟地区政策中的重要一环 ,地中海沿岸国家一直是欧盟重要的战略伙伴。 1 995年双方签署《巴塞罗那宣言》之后 ,欧盟致力于发展欧盟—地中海之间的全面伙伴关系 ,成果显著。但是由于美国、中东局势以及其他因素的制约 ,巴塞罗那进程进展缓慢。 2 0 0 3年 1 2月 2 -3日 ,第六届欧盟—地中海外长会议在意大利那不勒斯召开 ,会上签订的一系列文件更具有里程碑意义 ,巴塞罗那进程从此进入了一个新的阶段。

As an important part of the EU regional policy,Mediterranean countries have always been important strategic partners of the EU. With the signing of the Barcelona Declaration in November 28 of 1995,the EU committed itself to the establishment of the Euro-Mediterranean Partnership (EMP) and achieved a lot. But under the influence of the United States and the situations in Middle East as well as some other factors,Barcelona Process developed slowly since then. In December 2-3 of 2003,the Sixth Euro-Mediterranean Conference of Foreign Ministers was held in Naples of Italy.At the conference,a series of documents that had significant meanings was signed,and the Barcelona Process entered a new stage.
