摘要
公共秩序是以公共权力运作为枢纽的行为规范体系。作为源于社会又高居于社会之上的强制性力量,公共权力是一把双刃剑,其有效运作是公共秩序得以维系的前提,而其不当运作又往往导致公共秩序的崩溃解体。因此,如何有效地规范公共权力的运作就成为政治秩序建构和维系的关键,成为政治哲学的核心问题。
In terms of the optimistic belief of the plastic human nature and the limitless possibility of perfect human nature, Confucians formed moral political philosophy, which pays attention to the internal restriction of current power, and resorts to good governance of the re-molding of human nature.The serious defect of the philosophy of moral idealism is that it has a fatal conceit to the political efficiency of moral reason and moralization. In the totalitarian political system, this political thought can't attach importance to the construction of external compelling institution, even nor to the construction of political culture tradition of plural power interact.
