Rational and inclusive policy-making is a correct action to best achieve the goal and one of the important methods of making scientific the policies of public departments. Its value lies in the fact that it can be used in analyzing polices and the criterion by which policy-makers consider and choose policies. This paper explores the rational and inclusive decision-making mode on the precondition of complete rationality.
