提出了将SMS应用于电子政务系统的一种方案 ,可以实现点到多点的会议通知、信息播报等功能 ,解决了传统电子政务系统中此类功能实时性不足、不够方便等问题 .同时引入了对重要信息的重发控制机制 ,保证了在GSM网络时延较大、短消息丢失或者用户关机等情况下 。

This paper presents a scheme applied in the electronic governmentalaffairs system. It offers the point-to-multipoint netmeeting and the information broadcasting. It solves the main problems (for example less real-time, inconvenience, etc) in the traditional electronic governmental affairs system.Because it also introduce the mechanism of retransmission of important information, information is accurately and liabitly sent to customers when time-delay is much longer, or SMS is lost, even the mobile phone of customer is shut down in GSM.
