摘要
基于仿真的采办SBA迄今尚无明确和一致的科学定义。尽管早在1997年美国国防部采办委员会建模与仿真执行委员会EXCIMS已经提出采办是一个过程,在采办过程中,美国国防部和各有关工业部门通过协作充分使用集成技术促进跨采办各阶段和跨采办各项目已有的仿真技术发挥其潜能。据此,可认为SBA是在数字世界中基于建模与仿真再现采办过程的系统工程平台,它既是基础设施,又是在其上实现的设计、实现、应用与效果评估等实际活动的总称谓,作为商业活动常用语,采办也蕴涵商业运作的模式和实务。如何有效组织已有仿真资源为SBA服务是有重要实用价值的课题。阐明了智能体网格AgentGrid体系结构能为SBA提供一个结构化的面向过程的技术平台。
Although early in 1977, US DoD Acquisition Committee EXCIMS claimed that SBA is a process, in which relevant industries should fully utilize integration technology to promote existing simulations in cross steps and cross projects of the acquisition for further exploit their potentialities, so far there is no clear and consistent definition for SBA(Simulation Based Acquisition). Accordingly, SBA may be recognized as a platform of systems engineering, which supports the modeling and simulation of the acquisition procedure. From engineering point of view, SBA is a compound of the infrastructure, and activities such as underlying design, implementation, application and result evaluation. In business terms, SBA also consists business style and operations. How to organize existing simulation resources is a meaningful and practical project. It is pointed out that Agent Grid can offer a structural and process oriented technological platform for SBA.
