To optimize OERSWG, we must open up it in many levels and various ways, and establish territorial superiority industries and supporting industries, so as to form a regional structure of extroversion type oceanic economy that coastal industries can push to develop hinterlands. The structure plays a key role in the development of west Guangdong and southwest China.
