在缺乏资源和远见的背景下,城市为获取发展空间而采取的妥协性征地政策,造成了“城中村”问题。“城中村”改造的基本策略应该是:在基本保留村落现有格局的前提下,有规划、有控制地实行以局部性改造为主的开发和建设。

Under the lack of resources and foresight,the city adopts some compromising policy for landacquisition in order to have more room for urbandevelopment,thus resulting in the problem of cityvillage.The basic policy to be followed in the re-construction of thecity villageis:planned and con-trolled local development and construction be car-ried out on the precondition that the pattern of theexisting village be kept.[
