送变电公司应属电网建设和运行的主业单位,而不宜在体制改革中将其作为为辅业单位分离出去。其理由为:(1)为电网建设作出过巨大贡献;(2)具有专业技术强和机具设备等方面的优势,可承担电网建设和确保电网安全运行的任务;(3)有利于电网的持续发展和体制改革的平稳过渡。

The transmission and distribution companies should be subject to the main organs for construction and operation of power grids, but not the auxiliary organs in power system reform, which should not be separated from SGC. The reasons are as follows : (1) They have contributed to construction of power grids greatly; (2) They have advantages of strong specialized technology and machine - tools and capable to undertake the construction of power grids to ensure the safe operation of power system; (3) Favorable for continuous development of power grids and smooth transition of system reform.
