公务员“逆淘汰”现象的原因及对策初探 被引量:4

摘要 公务员由选择从政到选择辞职、下海,是社会发展多元化的一种表现,是宪法赋予公务员的权利,是公务员对个人人生目标和人生价值实现途径的再选择。但是,从长远的角度看,如果放任高素质的公务员流失,对国家是一种极大的损失,会产生一系列负面影响。因此,我们要对公务员"逆淘汰"现象给予足够的认识。笔者综合一些业已形成的观点,对公务员"逆淘汰"现象的原因和对策进行了简要的论述。 The Constitution allows civil servants to choose whether to go to politics or to resign to risk their fortune, which is the exhibition of social pluralism and which is another choice for the civil servants to realize their own life goal and their own value. However, in the long run if we allow the civil servants resign at their will the governnent will suffer from great loss,which will produce series negative effects,so we should put enough emphasis on 'counter elimination' phenomenon of the civil servants. After analysing of the formed viewpoints, in this paper the author give brief comment on the origin and countermeasures of 'counter elimination' phenomenon of the civil servants
