It is necessary to fulfil the requirements of building political civilization set by the 16th National Congress of the CPC,push ahead energetically the basic-level construction of democratic politics,enforce the Law of Trade Union,breed the consciousness of masters and unite as one so as to steadily improve the quality of education in adult colleges and universities and make a marked advance in building civilization .
