新贸易保护主义抬头 ,西方国家纷纷实施TBT这一效果最显著的非关税壁垒措施限制其它国家尤其是发展中国家的产品出口 ,这严重阻碍了世界经贸的健康发展。TBT不但是目前我国千方百计扩大出口面临的重大挑战 ,而且由于经济发展水平低、出口商品结构和档次仍较为落后及国内没有建立自己有效、强有力的TBT体系等因素的影响 ,在我国积极发展对外经贸事业的今天 ,技术标准、包装和标签、商品检疫和检验以及环境壁垒等TBT具体措施已严重制约着我国机电、轻工、纺织品、食品土畜产品等出口商品的竞争力 ,阻碍我国对外经济贸易尤其是出口贸易的发展。

With the rising of the new trade protectionism, TBT, one of non-tariff Barriers with the most remarkable results, is being carried out by western countries in profusion, which gradually hinders the healthy development of international trade. TBT measures, such as technical standards, packing and label, commodity inspection and quarantine and environment barriers, are not only vital challenges facing us, who are trying with every possible means to enlarge the export, but also restrictions to the competitiveness of our export commodities, including machine and electrical appliances, light industrial products, foods, animal products, and so on.
