Analysis of Chinese “Resource Diplomacy” in the Earlier Stage of New Century

新世纪前期,中国将面临严重的"资源安全"问题。着眼于全球博弈和国际社会"无政府"状态的现实,中国资源安全战略必须立足于能够获得长期、稳定的资源供应,以保障国家可持续发展目标的实现。资源问题从来就是和政治、外交紧密相连的。积极开展"资源外交",迅速对全球资源进行战略性抢位,既是"全面建设小康社会"的要求,也是新世纪中国"和平崛起"的需要。

China will be faced with a serious “Resource Secure” problem in the earlier stage of new century. To counter the reality of global competition and the “anarchy” of international community, Chinese Resource Secure Strategy must be lay on the target that China will acquire the long-term and stable supply of resources in order to guarantee sustainable development of state economy. Resource problem, political and diplomatic affairs are always linked together. Actively implement Resource Diplomacy and take part in the re-distribution of global resources —— this is both needs of “building a moderately prosperous society in all respects” and “China Peaceful Emergence in new century”.
