摘要
实施人才强国战略和实现人才资源向人才资本转变,必须加强人才能力建设,特别是公务员的能力建设,提出了公务员能力建设的基本框架及途径。
To enforce the strategy of strengthening the state on the personnel training and achieve the conversion from talent resource to talent capital must involve the effective construction of talent's ability, especially the public servant's competence.The author in this paper puts forward a fundamental frame and an approach to building talents' ability.
