社区自治是基层社会治理的一种形式,是对社区范围内公共政策执行工作实行自我管理、自我教育和自我服务。社区自治有利于推动公共政策执行的民主化进程,优化公共政策执行系统功能,降低公共政策执行成本等。公共政策执行中实行社区自治还存在制度、文化、关系等制约因素,这就要求社区自治建设必须充分发挥政府的"掌舵"作用、抓好制度建设、理顺各种关系、开展政策社会化工作和优化配置政策执行资源,以促进公共政策的顺利执行。

Community autonomy is a form of grassroot social administration and a way of self-anagement, self-education and self-service for the public polioy execution in its area.Community autonomy has the following advantages like the promotin of the democratic process of public policy execution,optimization of its system function,reduction of its cost.Such factors as institution,culture and relationship limit community autonomy in public policy execution.These requires that the government make full use of its leading role,improve its regulations,put to order its relations,bring into force its policies and exert its execution resources,thus resulting in a smooth public policy execution.
