苏东地区城市化及生产力布局现状分析

The Present Situation of Urbanization and Distribution of Productive Forces in Eastern Jiangsu Province

苏东地区地处我国沿海、沿江 (长江 )、沿线 (陇海铁路 )三条生产力布局主轴线的交汇区域 ,外向开拓条件优越 ,海水、淡水、交通、电力、人力资源丰富。在改革开放的推动下 ,江苏沿海三市的国民经济快速增长 ,工业化水平明显提高 ;城市化成为区域经济增长的重要动力 ,中心城市集聚功能和辐射作用明显增强 ;沿海开发进程加快 ,“海上苏东”工程取得明显进展 ;基础设施建设大力推进 ,发展环境明显改善。然而苏东地区的发展速度与沿海地区其他省、市横向比较仍相对缓慢。主要有以下突出问题亟待解决 :城市化滞后明显 ,不适应经济社会发展的客观需要 ;产业结构层次偏低 ,城镇功能分工和区域生产力布局不合理 ;生产要素配置机制不良 ,对人才和资金的吸纳能力较弱 ;基础设施建设欠账较多 ,投资环境仍需进一步改善。

Located in the intersection point where the three productive forces join, namely, the productive forces along the coast, along the Yangtze River, along the Changhai Railway, the eastern part of Jiangsu Province is endowed with privileges of opening up and developing, and blessed with rich resources in salt water, fresh water, communication, electricity, and human power. However, its development is relatively slow compared with its peers in other coastline provinces. There are mainly the following urgent problems yet to be solved. The lagging urbanization fails to meet the objective demands of the social and economic development; the industrial structure level is relatively low, and the functional division of cities and towns and the regional productive forces are not rationally distributed; the unfair equipment system of productive elements doesn't work effectively to attract talented people and investment; the debt in infrastructure construction is relatively high and the investment environment remains to be further improved.
