论构建中国特色的高等学校管理体制

ON THE ESTABLISHMENT OF THE MANAGERISAL SYSTEM OF THE IN STITUTIONS OF HIGHER LEARNING WITH CHINESE CHARACTERISTICS

加入WTO的新时期,与时俱进地构建具有中国特色的高校管理体制,成为高等教育实行可持续发展的重要保障,也是建设社会主义政治文明的重要内容。构建以政治决策系统,行政执行系统,学术咨询系统“三位一体”的制约系统和以党委领导、校长负责、教授治校、民主管理为基本特征的管理体制,应是中国高校管理体制的基本内容。

On the entry of WTO , the establishment of the managerial system institutions of higher learning closely with the pace of time , a vital part of socialist civilization , has ensured the sustainable development of higher education . It should be the essentials of Chinese institutions of higher learning to structure the three-dimensional mangerial system of political decision making administration, consultation and this managerial system basically features the leadership of the Party committee , president in charge , professorial operation and democratic management.
