Situation Analyzing and Countermeasures Considering to the Vagrants and Beggardom on the Present Situation

《城市生活无着的流浪乞讨人员救助管理办法》实施以来,流浪乞讨人员从数量到质量都发生了很大的变化。根据流浪乞讨的原因可以将其分为正常、摇摆、反常等三种类型。流浪乞讨人员引发的负面影响主要是影响城市形象,影响社会治安秩序,给城市管理带来难度。对流浪乞讨人员的对策是既要相信政策,澄清错误意识;又要正视问题,制定《办法》配套措施以确保政策的执行。

Vagrants and beggardom have changed from quantity to the quantity since 'the salvage and manage way to the vagrants and beggardom in cities' issuing for enforcement. According to the begging reasons, the vagrants and beggardom can be divided into three category types of normal, sway and abnormal etc. The primarily negative influences are destroying the cities' visualization , disturbing the public orders and bringing difficulties to the cities' management .And we analyze the reasons of their activities. On the one hand, we should believe the policy and clarify the mistaken consciousness; On the other one hand, we must face the problem and establish the accessory measures to insure the policy's carrying out.
