摘要
与货物贸易相比,教育服务贸易更具复杂性,涉及教育主权和文化取向问题。两岸加入世贸组织为时虽短,但对高等教育的正负面影响已逐渐显现。应对入世挑战,高等教育改革应坚持正确的文化取向,其基本原则是,协调中西文化、传统与现代文化、教育与社会文化的关系,化解各种文化冲突;注重文化的开放性、民族性、互补性,促进中外教育、文化的交流与合作;切合两岸高等教育实际,避免盲目追求“与国际接轨”。
Compared with goods trade, educational service trade is more complex, involving such problems as education sovereignty and cultural orientation. The entrance to WTO has been exerting its favorable and unfa-vorable influence on higher education on both sides across the Taiwan Straits. To meet the challenge from the entrance into WTO, higher education reform should stick to the right cultural orientation. To achieve this, the basie principles to follow are: to solve cultural conflicts of every kind and to mediate the relationships between Chinese and Western cultures, between traditional and modern cultures and between education and social culture; to val-ue cultural openness, nationality and complementation and to promote educational and cultural exchanges and co-operation between China and the West; to be based on the reality of higher education on both sides across the Taiwan Straits and to avoid the blind pursuit to keep pace with the international Standard.
