通过对国企在改革过程中"以改代管"矛盾的揭示和原因剖析,提出了只有加强改革过程中的管理,才是国企扭亏脱困的惟一出路的观点。
The paper analyses the relationship of reforming and management in the state-owned enterprises and puts forward a view of strengthening management in the course of reforming to make up deficits and shake off poverty of the stated-enterprises.
