Strengthening procedure of administrative policy making is an important measure in enhancing equality and level in administrative policy making. First,perfecting the administrative policy making must adjust its scope according to the transformation of governmental functions. Second,the power of subject of administrative policy making and its way of exercise and procedure should be standardized.Third, the responsibilities of the subject or staff who violates the law of procedure of administrative policy making must be investigated and offixed.
