This paper presents the theory and definition of learning organizations,probes into the importance and methods of the creation of learning organizations in university libraries.The author holds that only university libraries create learning organizations,can they strengthen their competitive ability and vitality to meet the rigorous and unpreceˉdented challenges brought about by knowledge economy and the rapid development of higher education.
