In order to chase absolute safety,in spite of the oppositions of many nations,USA develops its national missile defense system.In order to get the balance of the world,we should research the breakthrough measure aiming at NMD.The development process of NMD is introduced,and the constitutes and the holding up measure of NMD are analyzed.The seven measures of ballistic missile breaking through NMD are analyzed.
