从我国公有制林业效率看非公有制林业发展

The Efficiency of Public-Owned Forestry and the Development of Nonpublic-Owned Forestry

从分析我国公有制林业的产权制度现状入手 ,指出当前公有制林业存在一定程度的产权主体缺位和权责不对称性 ,以及因此导致的部分非效率问题。在此基础上 ,提出公有制林业效率的实现条件 ,进而指出大力发展非公有制林业的必然性 ,以及国家鼓励发展非公有制林业应采取的措施。

This paper analyzed the status of property right of Chinese public-owned forestry, and found its inefficiency due to the unclearness of property stakeholder and the asymmetry between its right and duty. Base on the analysis, the paper put forward the conditions to realize the efficiency of public-owned forestry, and point out the inevitability of nonpublic-owned forestry development. Some measures were recommended to develop nonpublic-owned forestry at last.
