New Views about Zhou En-lai's Thought of Striving for a Clean Government

周恩来廉政建设思想颇具特色,其最具本质的内涵与最鲜明的特征是:靠思想教育培养人,旨在建立廉政建设的自律机制;靠规章制度规范人,旨在建立廉政建设的约束机制;靠民主监督约束人,旨在建立廉政建设的他律机制。这三条相互联系,密不可分,自成体系,至今仍是我们进行廉政建设的基本方略。

There are many traits in Zhou En-lai's thought of striving for a clean government, among which the following three will be its most essential and distinct features: to cultivate people through ideological education, aiming at the establishment of self-discipline mechanism; to normalize people through rules and regulations, aiming to set up the constrain mechanism; and to restrain people by democracy, aiming at the disciplined mechanism. The above three are connected with each other and cannot be separated and form an integrated system, which has been regarded as a fundamental strategy to strive for a clean government so far.
