文章认为要有效地遏止腐败现象的滋生和蔓延,必须加大政治体制改革的力度,努力创建职责规范、结构合理、法制健全、监督有效的权力运行机制,强化教育,不断提升执政者的思想道德素质,从制度、法律、道德等方面构筑多层面的网络防线,营造执政者既不能也不敢同时也不愿腐败的执政氛围。

This paper believes that in order to effectively prevent corruption from spreading, we must give more impetus to reforming the political structures, try to establish a power operation machanism which is standard in duty, reasonable in structure, sound in legal system and effective in supervision. We should strengthen education so as to upgrade the ideological and moral qualities of the people in power, build a network defence line in system, law, and moral aspects, and create an environment which the people in power neither can, nor dare, nor would corrupt.
