国家专业海上救助队伍的建设

Organizing of the professional marine search and rescue team of China

根据国家救捞体制改革后对建立国家专业海上救助队伍的要求,提出了当前应当解决的关键问题.通过对过去我国海上人命救助过程中存在缺陷的分析,提出了建设一支技术精良、人员精干,在关键时刻发挥关键作用的救助队伍,并实行动态值班待命制度,建造或购置专用救助船舶、救助飞机和专用设备,培养专业海上救助船员和飞行员等措施,同时,明确了科学建设我国专业海上救助队伍应遵循的标准或原则.

The problems to be resolved in this paper are to do with the new requirements of organizing the professional Marine Search and Rescue (SAR) Team of China. After analyzing the deficiencies presented in the process of the life-saving at sea in the country in the past, the author gives his advice about them. The advice is the application of the 'non-fixed' watch-keeping system; building or buying the professional SAR ship, SAR aircraft, SAR equipments and facilities; training the professional ship crews or pilots. He also sets the standards and principles to be observed for organizing the professional SAR team.
