试论行政自由裁量权腐败及其治理

A Probe into the Corruption of Administrative Discretion and the Countermeasures for It

作为权力腐败的一种 ,行政自由裁量权腐败因其具有外部欺骗性 ,并未引起应有的关注。另一方面 ,由于行政自由裁量权腐败具有严重的危害性以及近年来该类腐败正呈日增趋势 ,我们必须对其加强研究并采取相应的实际措施。文章分析了行政自由裁量权腐败的内涵、成因和危害 ,并对该类腐败的治理与治理难点进行了探讨。

As one of the power corruptions,corruption of administrative discretion hasn't been paid enough attention which it deserves because of its exterior fraudulence. On the other hand ,corruption of administrative discretion is extremely baneful and it is on the rise presently ,so we must conduct more investigation into it and take action accordingly as well. This paper analyses the conception,causes and effects of corruption of administrative discretion,and discusses countermeasures of such corruption and practical difficulties we may face.
