摘要
通过对竞争歧视概念的提出和论述，根据垄断、现有付费模式安排和经济福利的损失等经济模型，证明了因特网国际互联(IIC：international Internet connectivity)市场是一个竞争歧视的领域，并指出了由此将会产生的社会福利损失、拥挤收益以及数字鸿沟的扩大等问题，揭示了对因特网国际互联市场进行适当的管制是必要的且有利于全球因特网的发展。
A conception of competition discrimination is introduced and stated in this essay. The international Internet connectivity market has been proved to be a field of competition discrimination through several economic models. Based on these models, Internet congestion is the inevitable result of competition discrimination and many problems as the losing of social welfare、congestion profit and the deepening of the digital divide have also been proposed in this paper. Therefore, appropriate regulations towards the international Internet market are necessary and benefit to the Internet development over the seven seas definitely.
