错误的观念会导致错误的行为,正确的观念指导正确的行为。社会主义法治绝不仅仅是依靠强制力实现的法治,它的实现更多地来自于人们内在的一种信念———法治观念,人治意识和对法认识的肤浅与误解是中国法治发展面临的最大心理障碍。为此,有必要进行一场有破有立的意识上的斗争———观念法治。

Misbelieves lead to misbehaviors while the appropriate behaviors are always guided by the proper ideas. The socialist nomoctacy could not be realized by the compulsion of the government but mostly due to people's inner faith,namely the belief in law. The greatest psychologist obstruction in developing the nomoctacy system in China comes from people's individual ruling view, superficial understanding and misunderstanding on laws. Thus it's indispensable to perform nomoctacy from the ideology.
