摘要
本文首先简要论述了一国发展成为世界制造业中心所必备的要素条件 ,指出我国目前已经同时具备了成为世界制造业中心的两个核心条件——市场规模和劳动力。在此基础上 ,通过对制造业重要组成部分的船舶工业的产业技术经济特征的简要分析和对世界造船中心空间转移历史轨迹的描述 ,推论出我国将有可能发展成为世界第一造船大国这一结论。进而在结合我国国情的基础上 ,进一步指出加快发展我国船舶工业的现实意义 :(1 )带动相关产业发展 ,促进国民经济整体发展 ,推动综合国力水平提高 ;(2 )对正在发生的制造业中心向我国转移这一历史进程产生积极贡献 ;(3 )对提高劳动者素质 ,努力实现劳动力要素的充分就业 ,促进社会稳定具有现实而积极的意义。最后提出 ,我国船舶工业现阶段应采取“以变制变”策略 ,积极制定国际化发展战略 ,走国际化发展道路。
First of all, this thesis briefly discussed the necessary essential conditions that a country may grow into the World Manufacture Center, and indicated that our country has possessed two kernel conditions to become the World Manufacture Center at present—marketing scale and labours. On the above basis, through concise analysis of industrial technical and economical feature of shipbuilding industry, which is one of important part of manufacture industry, and descriptions of historical track for spatial relocating the world shipbuilding industry center, this paper deduced the conclusion that our country shall make it possible to grow into the first and the biggest shipbuilding country in the world. Then, on the basis of combining conditions of our country, this paper further pointed out actual significance for expediting development of shipbuilding industry of our country. They mainly include: (1) to bring along related industry development, accelerate integral development of national economy and push advance of overall strength of the country; (2) to generate positive contribution for the historical course which the World Manufacture Center is relocating to our country; (3) to have actual and positive significance for upgrading the labour diathesis, endeavor to realize full employment of labour element and accelerate social stabilization. Finally, it indicated that our shipbuilding industry should adopt the tactic of ‘return change against change’, positively formulate the strategy of internationalization development and go the road of internationalization development.
