国土资源工作改革创新的几点思考

Administration on Land and Resources Need Further Reform and lnnovation

自1998年开始的全国性政府机构改革以来,我国国土资源工作在体制、法制、机制等方面发生了历史性变化.同时我们也必须清醒地看到,当前国土资源管理的整体水平还需进一步提高,许多职能没完全到位,法制化、现代化、科学化程度较低,改革创新任务依然艰巨而紧迫.因此,必须联系实际,与时俱进,深化改革,锐意创新,推动国土资源工作再上新台阶.

Since Ministry of Land & Resources established in 1998, the administration work on land and resources has taken place historic changes. But the overall level of administration need further increased. Administration system need further innovation, relation between farmland protection and construction-use land need correctly deal with, land reclamation need reform, markets of land and mining rights need improve, mining order need further rectification, exploitation and development mineral resources need further strengthen and strategic resources need establish a storage system, 'going globe' strategy need further and wider carried out, the comprehensive land consolidation need carried out overall as soon as possible, and administration modernization and administration style need improve.
