行政权在行使过程中往往与公民权利的保障处于对立的状态;但从本质上来说,这两者并不矛盾,而且在根本利益上具有一致性.在现时的中国,由于多种原因,为了完善公民权利的保障,必须加强对行政权的控制.

The administrative authority and citizen rights often conflict in our country. But in fact, they have the same fundamental benefits. But nowadays in China mainland, we must pay more attention to the control of administrative authority in order to protect citizen rights.
