Generally speaking, expandsionary fiscal policy is used as a short term policy to adjust economic operations. It is the sixth year since our country practised active fiscal policy in 1998 and the short term policy ap- pears to become mid - and - long one which gives rise to different opinions in theoretic circles. This paper, starting from the combination of fiscal and currency policy, expounds the features of the certain backgrounds and the policy combination with which our country practises this combined policy; its strategic significance on the economic devel- opment in the western region; The paper analyses the possible causes for the mid - and - long tendency of the active fiscal policy in our country. After analysing the harmful effects of the active fiscal policy's mid - and - long term tendency on economy, the papwr points out that the active fiscal policy should fade out at an appropriate time.
