公路建设实质是一种投资经济行为 ,由此引起一系列的社会经济连锁反应 ,成为人们关注的热点问题。公路建设能否刺激城市经济发展 ,显然是城市执政者关注的问题。成功地建设中小城市公路需要解决的矛盾很多 ,如投资增长 ,公路网络经济一体化等 ,要求中小城市公路建设除了承担与高速公路网相连结的任务外 ,还要承担与市内工业区相连结的任务 ,使中小城市工业区与高速公路经济带网的工业区相连结并调整经济结构。

If the road construction can impose the development of the city economy,the government authorities would be fond of road construction. For medium and small sized cities,the successful road construction needs to solve so many problems such as investment increase and economic integration of road belts. Road construction in medium and small sized cities undertakes not only the tasks of connections of expressways,but also the tasks of connections of industrial zones in cities,so that the industrial zones in medium and small sized cities can be connected with those in economic belts of expressways and the economic structure can be adjusted.
