政府转移支付作为财政政策的手段之一 ,对国民经济的调节有着重要的作用。然而现行政府转移支付乘数的计算过程及结论均存在很大的问题。在一定程度上影响了国家的经济决策。因此 ,从政府转移支付对国民收入贡献的本质入手 ,对政府转移支付乘数的计算方法进行一定的修正 。

As one of the means of fiscal policies, the government transferpayment multiplier is important for the adjustment of the national economy. But the csalculation of it now is not correct enough. So to some cxtent, it affects the decision-making. The article analyses the transferpayment multiplier from the essence of its contributions to NI and points out some views to modify the calculation methods of it. It is concluded that the government transferpayment multiplier can be used to adjust the gross of the NI.
