With the rapid development and infiltration in sociopolitical realms of the Internet, political participation on the Net is becoming an important way of mass political participation and bringing about profound effects on today's political life. The positive effects is: It can improve the government administration ,create a new political culture ,spur political socialization. The side-effects is : It can lead 'participation explosion', expand the irrational and illegal participation. Therefore, efforts must be made to accelerate the construction of E-government and the Internet legislation to guarantee the rational development of political participation on the Net.
