Thoughts on Structuring of Defense and Control System of public Security

构建社会治安防控体系是新形势下维护社会治安秩序,实现社会治安良性循环的重大课题。应围绕"发案少、秩序好、社会稳定、群众满意"的总目标,立足社会治安防控的现实基础,按照防范严密、控制有力、全面设防的要求,通过构建"五大防控网络"、完善"五大警务机制"和整合"五大防控资源",不断加强社会治安防控体系建设,对社会治安实现全方位、全时空的防范控制。

The construction of the defense and control system of the public security is an important subject, which safeguards the order and realizes the benign cycle of social security under the new situation. Therefore, the total goal that' few cases , good order, social stability, satisfaction of the masses' should be applied with while basing on the realistic foundations according to the request of taking precautions against tight, controlling effectively, defensing all-side. Then 'mechanism of five major police services' should be perfected, 'five defense and control resources' should be combined through structuring, realizing omni-directional and space-time precautions of social security by strengthening construction of the system.
