对当前湖南私彩彩民进行心理矫治的几点思考

Thoughts on the Rectifying of the Psychology of Members of Secret Lottery in Hunan at Present

当前湖南私彩活动的猖獗与私彩彩民急于求富的需要、模糊不清的认识等消极心理是紧密相关的,而现行打击处理私彩的对策尚未体现出对私彩彩民上述消极心理的矫治,自然会影响对策的实效。因此迫切需要政府采取恰当措施对上述消极心理进行矫正。对私彩彩民进行心理矫治必须解决执法队伍素质、农民致富的支持系统建设两个关键问题。

At present, the running wild of the secret lottery in Hunan is related with the passive psychology of the members closely, such as the need of anxieties to be rich and smudgy understanding, etc. The current countermeasures of attacking on the secret lottery haven't revealed the rectifying of such passive psychology yet. Therefore, it influences the actual effect of the countermeasure naturally. So the current situations of them need government take appropriate measures to rectify the psychology. Certainly, the rectifying has to face two key problems, the construction of support systems of the law-enforcing ranks quality and becoming rich of the peasant.
