大学理念是一个不断变化的概念,不同时期有不同的内涵。高等教育管理体制改革是一项复杂的教育活动,建国后,我国高等教育管理体制在宏观和微观上进行了数次改革,但仍然存在一些问题。我国高等教育管理体制改革,应以大学理念为引导,在宏观层面要处理好政府与学校间的权力分配,在微观层面要处理好党政权力与学术权力的分配。

The idea of a university is a changing concept with distinctive meanings in different times. The reform of the management system of higher education is a complex educational activity. Since the foundation of the PRC, the management system of its higher education has experienced several innovations at both the macroscopic and the microcosmic level, but a lot of problems remain to be solved. The reform should be conducted under the guidance of the idea of a university so as to rationally divide the power between the government and the school authority and the power among the administration, the Party leadership and the researchers of the school.
