摘要
本文论述了俄罗斯规划体制的演变进程,不同历史时期规划在社会经济发展中的地位,规划制定的主体及编制程序,规划体系的基本环节及内容,实施规划的措施保障。作者认为,俄罗斯社会主义时期规划工作不成功的根本原因,不在于其具体原则和方法,而在于它是在超越社会发展阶段理论和完全否定市场经济作用思想指导下建立和具体运作的。它在几十年摸索中形成的制定规划的逻辑、原则和方法,以及适应市场经济的规划体系编制实践中积累的经验和教训,对于建立具有中国特色社会主义的规划体系仍具有一定的研究借鉴意义。
The article discusses the evolution pro-
cess of Russian planning system, the role it played in different historical periods of social and econom- ic development, the main contents and programming procedure of its formulation, the basic links and
contents of the planning system and the measure guarantees in its implementation. The author holds
that the fundamental reason for the failure of Russian planning work during the socialist period did not
lie in the concrete principles and methods, but in its establishment and concrete operation under the
theory of transcending the stage of social development and the guidelines of completely negating the
role of market economy. The logic, principles and methods that Russia has attained in its probe on
planning and the experiences and lessons it has accumulated in the practice of formulating the planning
system is of considerable research and assimilation significance to the establishment of a socialist plan-
ning system with Chinese characteristics.
