Ukraine Ownership Reform: An International Comparison

作者通过对乌克兰所有制改革的实地考察,深深感受到所有制改革带给乌克兰的变化。乌克兰所有制改革既不同于“亚洲改革模式”,也有别于中欧国家和波罗的海沿岸国家的“适应型模式”,它与俄罗斯的所有制改革既有相同之处,也有不同特点。对乌克兰所有制改革进行国际比较,或许从中可以找到近两年来乌克兰的经济增长超过俄罗斯或与之持平的原因,为经济转轨国家的所有制改革提供有益的借鉴。

Through a field study of Ukrainian ownership reform, the author deeply feels the changes brought by the reform to Ukraine. The owner- ship reform in Ukraine is not only different from the 'Asian reform pattern,' but also from the 'adap- tive model' of the reforms in Central European countries and the Baltic coastal countries. It has both similarities and dissimilarities with the ownership reform in Russia. An international comparative study of Ukraine ownership reform may reveal the reason why Ukrainian economy has grown at the same or even quicker rate than the Russian economy in recent two years, and provide beneficial refer- ence to the ownership reforms in transitional economies.
