论我国治安调解制度的困境与出路

治安调解制度暴露出的矛盾和弱点有:治安调解的主体存在角色冲突;治安调解的适用条件模糊;治安调解的效力不强;治安调解程序任意性过大。

The first, the subject of public order mediation was existed role conflict, the second, the condition of application about public order mediation was obscure, the third, the effect of public order mediation wasn't powerful, at last, the procedure of public order mediation was lack of strict rules.
