开放教育的培养目标决定了在开放教育教学过程中必须重视实施素质教育。实施素质教育关键在于教师,因此教师在开放教育中应积极地推进成人素质教育,做到在面授课堂和网上课堂的教学中渗透素质教育、在形成性考核作业的设计上融入素质教育和在期末考试中体现素质教育。

The purpose of launching Open Education determines that it is a necessity to pay great attention to the importance of implementing quality education in the process of teaching and learning. As the key factor in implementing quality education, teachers should actively advance adults’ quality education by penetrating it at tutorials and web classrooms, and by taking it into consideration while designing regular assignments as well as making final examinations.
