对理性官僚制的再思考——兼谈当代中国行政体制的构建

Reconsideration to Reasonable Bureaucrats System——Study of Modem Excutive System Construction

70年代以后,西方各国先后进入后工业社会。以韦伯的理性官僚制为基础的传统公共行政模式被认为陷入了困境,正被新公共管理所取代,客观地分析历史与现实,我们发现,对理性官僚制的创新与挑战,动摇不了这一古典制度范式在公共行政实践中的重要地位。我国尚处于官僚制不足阶段,必须强化官僚制的优点,弱化其缺点,并借鉴别国成功经验,对我国行政体制进行理性构建。

After 1970s western countries entered post-industrial society. New public administration replaced traditional system represented by Webber which was based on reasonable bureaucrats system. Through objective analyses of both history and reality, the innovation and challenge to reasonable bureaucrats system can′t shake position of the classical model in practice. China is still in the stage of deficiency of reasonable bureaucrats system. We must strengthen its advantages and avoid the disadvantages. With experience from other counties. We should construct our administration system reasonably.
