现行宪法第四次修正案的最大功绩不在于它的零星规定,而在于它创设了宪政中国的生成 道路,即走政治文明建设之路。中国共产党十六大报告关于政治文明建设的根本要求与具体任务都与宪政密 不可分,应将它们纳入宪政中国的生成轨道,作为新时期宪政建设的主要内容。

The biggest contribution of the fourth amendment of our present constitution does not lie in its fragmentary regulation,but its creation of the production road of constitutional China, that is, going the way of political civilization construction. The basic requirements and concrete tasks about political civilization in the Communist Party of China' s 16th National Congress report are linked with constitutionalism each other inseparatedly, so we should put them into the track of running our country of constitutional China and look them as the main content of constitutional construction in the new period.
